The cities of Hagen and Portmore have been linked since 2012 but already strengthened an active friendship in which numerous institutions and local civil initiatives are involved. Now the two cities have been actively engaged in implementing a municipal climate partnership for climate change mitigation and adaptation, and environment protection. This embraced activities in the fields of sustainable urban development, waste water management and sewage clarification, green space development, environmental education and training as well as the connection with cultural and youth topics.

 

The engagement of citizens in Portmore and Hagen is vitally important for climate change mitigation and adaptation. A real partnership is dependent on the willingness of the public to make contribution to climate justice and prepare the people for actively involvement in this process. A 19 hectares plot of sparsely vegetated flat land was identified by the Chairman of the Portmore City Council, His Worship, Mayor George Lee who conducted a tour of the location with members from the city council and our Portmore partners led by Dr. Christian Schmidt and including Dr. Ralf-Rainer Braun and Mr. Hans Joachim-Wittowski in February of 2013.

 

The purpose of the park is to symbolize in an ongoing way the importance of sustainable development and to be a tool to be used in public education and awareness of environmental management and climate change. It is proposed that the Park will serve our symbol, which enshrines some of the major principles of eco-friendliness and climate change and be an ongoing tool to build public awareness and education on climate change. It will also be an aesthetically pleasing green and open space for relaxation and recreation.

 

The mission of the Portmore-Hagen Park is to serve as a symbol of sustainable development with integrates sound environmental management and actions to address climate change.

 

Features of the proposed park :

 

Under the direction of a Board of Management drawn from a representative from Hagen and Portmore City Councils, the citizens association and leadership of civic society in Portmore, the Park will be headed by a Park Manager.

 

The park will consist of the following:

 

a. Entrance to the Park

 

b. Parking Area

 

c. Security

 

d. Concessionary Stands

 

e. Ticket Office

 

f. Gazebos

 

g. Fresh Water Pond

 

h. Amphitheatre

 

i. Walking trails

 

j. Secured Area for small animals indigenous to the City of Portmore

 

k. Ceremonial Tree Planting Area

 

l. Main Administration Building

 

m. Maintenance Building

 

n. Multi-storey climate observation tower

 

o. Solar panels will be placed on the main buildings and the gazebos

 

p. Wind Turbines

 

q. Irrigation

 

The goals of the Portmore-Hagen Climate Change Park are:

 

1. To serve in the inspiration, upliftment and the spiritual, social and moral well being of the residents of Portmore

 

2. To produce a model that can be replicated in other towns and cities in Jamaica and the rest of the Caribbean.

 

3. Illustrate in an ongoing way the benefits which will be derived from the parks enormous aesthetic value.

 

4. To create a recreation, relaxation and education tool illustrating the generation and use of renewable energy and the reduction of the carbon footprint.

 

5. To inspire and motivate the citizens of Portmore and its environs to the extent of inducing behavioural changes which should be reflected in their day-to-day activities in how they conduct their business, personal affair, treat with and maintain their homes, places of work and public property.

 

6. To instill a sense of personal and civic pride and inculcate the brotherhood of mankind and the relationship to the environment and the natural environment
